Limit FPS in background

I think that limiting FPS in the background could be useful, especially for people that don't have good computers but don't want to close Minecraft when they're doing other things.Here is how it looks like in Blazingpack.
I'm sorry if this feature exists, or has been suggested but I couldn't find it anywhere :c
