I'm pretty sure the tag would only be for one season. If I got the [#2 Global] tag for season 7 but didn't maintain the top 3 global in season 8, then I'd lose it at the end of season 8 and the new person would get the tag. I think that top 3 is the best choice here since players would feel a lot more motivated to raise their global knowing that they have a larger chance of getting the tag.
