Detailed description:
This mod will send queued messages every set amount of time. For Hypixel, a customizable 3 second cooldown would be able to be set, and if a message is said before the cooldown ends, the message would be canceled (client side) and be said after cooldown. Since Hypixel counts messages said during cooldown (even though it wasn't said publicly in chat), the message should be canceled on the client, otherwise, servers like Hypixel will give a message saying "You can't say the same thing again!"

Short Summary:
Queues messages and sends the queued messages every 'x' seconds.

Example of (one of many) problems fixed:
You are in Hypixel, and you said "gg", but then said "Close fight" right after.
Hypixel said "Please wait 3 seconds!"
You wait 3 seconds and retype it.
You get another message, "You already said that message"!
