I found a forum with a staff saying its in graphics but I cannot find it and some youtubers have it, is Scrollable tooltips in the client?

I had it in blc 2.0 but it seems the setting were gone in 3.0 but i still have scrollable tooltips. Im not sure if they added the settung back yet tho
