So basically I like to use more than one pack at once
for example in default Minecraft - I would have Faithfull 64x and put a wool overlay on top but recently when I switched to badlion I could not figure out how to prioritize one pack over the other.

You can put the wool overlay texture pack on top of faithful 64x. I pretty sure. that will work
