That's because german servers use the BAC anticheat. On hypixel you use badlion if you like the client and find it better than other clients. On german servers you use it to proove you are legit.

I don't want to defend anything they did, but it's still Marcels client. I think especially the pvp community uses it for that reason.
Badlion owners also did shady things, so it's again down to what you prefer using since both have had shady things done by thier owners.
