I recently bought a Cow Hat cosmetic but the issue is that you can't actually see it if you're wearing a helmet in-game, and I frequently play Bedwars, so that makes it a little annoying. I looked in the BAC Cosmetic Options but the only thing that was resizable were the wings, is there a way to resize hats also?
It isn't that wearing a helmet actually gets rid of the cosmetic entirely, it just hides the majority of it. For instance, with the Cow Hat, all you can see is its snout and ears sticking out of the helmet, and nothing else.

I believe you can change cosmetics scale somewhere in the graphics settings, but I'm not sure. It's worth a shot though!
