Help, how do I fix this?

When I move my mouse and then stop, the movement continues and it is slow just like the smooth camera movement while zooming. This is only a problem for my laptop and my gaming pc doesn't have this problem but I can access my gaming pc at the moment. Does anybody know how to fix this?
