Badlion currently has a friends system.

Badlion Chat used to be in the client, but was removed. There is no news as to whether it will be re-implemented into the client.

I think he also means the ability to direct message friends through the client, similar to how 5Zig and LabyMod allow. Lunar allows for this too, but I'm not a fan of how they have it function.
