Hi, Optifine capes should work on 1.17.1.

If you want to see your Optifine cape, you need to enable Optifine in the launcher before launching the game. Once you have launched the game with Optifine enabled, you need to enable these settings:
1. enable capes in Minecraft skin customization settings (Options -> Skin Customization -> Cape);
2. enable capes in Minecraft video settings (Options -> Video Settings -> Details -> Show Capes).
If you have enabled the Badlion Client cloak, it overrides the Optifine cape.

Yes, because Badlion has OPtifine, all optifine capes will be supported
