I've tried toggling this feature, with/without shift, turned the whole modpack off, everything and it seems to not be working.

Please submit a bug report at the bottom of the launcher, and fill every black space with the information required. All of the information that you would give us would be really helpful to the tech support dept that will help you to solve the issue.
