When will the shaders be available and can you download individual mods separately?

Hi,

Shaders for the newest versions of Minecraft will be available when we add the Optifine version that supports them. The availability depends on how quickly the Optifine developer releases the version that supports shaders.

As for the mods, you cannot download them.
