This pattern of block outlines are appearing consistently at the coords shown in image. I have tried toggling off all blc mods and deactivating resource packs but they won't disappear. They are also present across different servers and even in singleplayer.

Can you make sure you have the Waypoints Mod disabled, if yes and it still doesn't change anything, Make a Bug report using the Report Button at the left side of the launcher.
