FPS capped at 60

Hello. My FPS is capped at 60 and I have tried everything, checking my minecraft max framerate setting, resetting my video settings, updating my drivers, turning off optifine and checking if VSync is on I have tried reinstalling Badlion Client and deleting any leftover settings (and yes fullscreen resolution is set to current) yet it still doesn't work I've tried Lunar Client no problem, I checked my NVIDIA settings maxframe rate is off.
