Lagging When I shouldn't be

I don't know if its just me but I'm lagging when I shouldn't be. Here's an example:As you can see I'm getting 3 second bow delay and occasional freezes (not in the video). This has been going on for about a week for me.
Here is a screenshot of my ping:

My ping is 100 which means I shouldn't be getting this many freezes or this much bow lag.
Is anyone else getting this lag?
