This seriously needs to get removed. It adds a whole new element to PvP and if you want a chance against a decent player who is using it you need to use it yourself. You could make the argument that if you both can use it why is it so broken? Well although it evens out the playing field it still just takes less skill to PvP. It is the reason as to why Gapples were removed.Both players could use them but it just added a whole other aspect to PvP.

BadlionFactions ladder was the result of gapples in vanilla. Look how long that lasted and how many people played that.Nearly as popular as alternate was.
