Disable Ranked Matches for first 30s of startup

I believe @MasterGberry said once that the server, on restart, took a bit to get a connection to the database, and that players doing ranked matches before this would have their stats reset for that ladder or something.If that's correct, could you disable ranked matches for the first 30-60 seconds after a reboot?
