When players are banned elo is refunded to players the kill, Also it should take the deaths off people if they were killed by a banned player.Now we don't have to worry of hackers right?

ehhthing is what if you lose to a hacker at 1700 elo and the hacker is 1400. you'd lose about 30 elo. if you were to shrug off the loss and then continue to play until you were 2k or 2.1k, it wouldn't be fair to gain that 30 elo back considering it's a lot harder to get 30 elo when you're 2k+ compared to getting 30 elo when you're 1400-1900.

No. It would be abused.Situation:
Get a friend to fight like he's bad purposefully. He drops his elo to 1200.
You then get your elo to 1800 and let your friend beat you every time and drop yourself to 1300.
You, being an 1800 player naturally get all of your elo back.
Friend downloads Huzuni or some other crap public hacked client and purposely gets banned by GCheat.
The 1800 player gets elo refunded(he lost 500) and becomes a 2300 with no effort and has climbed to the top without improving.

No no no. There is no way of gaining elo from this its what elo you lose you get back.Say your 2000 elo and 1400 hacker kills you you go back down to 1970 then the hacker gets banned you go back to 2000.

Oh wait fuk I just read Lambitys comment yer you could lose like 500 elo then get back to 1800 and get all 500 back ok nvm.
