No he's IP banned which is unappealable, and that was his 2nd ban out of 3 bans. I'm usually wrong on guessing these things but discussing bans on the network aren't allowed w/o administrators permissions… but for all I know I'm wrong again

I'm not really sure what the point of this thread is. If you have actual evidence of him evading an IP ban, feel free to send it to an admin (if that's even what this thread is about).
