On factions if you hit someone whilst on the red clay pvp border at spawn, you get combat tagged. You can hit them but they can't hit you. Also you can't move until the timer has run out. (Can't move in any direction or move screen)

Edit: recorded it incase u need to see, also cos I looked like I was hacking I think.
