When you are in a party and toggle /pc, you're allowed to type a message only once in 2.5 secondsBut when you are in a party and type /pc (message), there isn't a cooldown

@SmellyPenguinI forgot to mention that if global mute is enabled and you type /pc (message), it sends the message
but if you toggle /pc and then type the message, it doesn't send the message.

Fixed the global mute thing, I'll fix the cooldown stuff at a later date, probably next week.
