If you got yourself perms muted then you shouldn't have the right of using /helpop, each mute is a warning, after a specific amount of warnings you get a punishment, in this case the pubishment is losing your rights in chat, you can appeal for a Mute appeal to see if you can un perma muted, and try to get 1 more chance to talk in chatPosted on 18 August 2015 - 05:08 PM

The report cooldown should be lessened, because somebody being permamuted should not give others the ability to break rules and not get caught. However, helpop is easy to abuse and muted players should not have access to it.
