Add Staff Application for Badlion PvP

I was thinking we should add a Mod Application thread for Badlion's minecraft server. As of now, there is only one mod thread and that is for gmod.Adding more mods should help the server and maybe stop all that spam with reports of hacking.
On a good day, which is about the weekends, there is maybe 3-4 on at the same time. This will also encourage the community to play longer or mini-mod, maybe enforcing more rules in order to be picked.
