I'm from England so I obviously play on EU.
I have good ping and can sense when the server is lagging, a lot and ever since EU 2 came out EU 1 lags like mad. So I went over to EU 2 the other day to find it was a lot better and less laggier. Today I played on EU 1 and it was lagging like mad and then went to EU 2 which was worse, constant server freezes with people spamming "Lag".

Could you please do server restarts a lot more frequently?

Lol you got it all wrong. The hit detection is just messed up for some reason. You can land 5 hits in 0.1 seconds like if the server lagged for 1 millisecond then came back which makes you get free hits on the opponent
