I don't think its Badlion, pretty sure its just you.

If you are NA, EU or AU, connect with the right proxy.

If you are AU connecting with NA proxy you will lag. etc

AU Proxy = au.badlion.net
EU Proxy = eu.badlion.net
NA Proxy = na.badlion.net


Also make sure you connect to the right server!

If you are still lagging its probably your router.
