so Im wondering if anyone could help me with a pc that would get me 200+ fps on a high res pack thats like $600-700 (Would prefer if prebuilt but you can put parts).

It doesn't take much money to get the framerates you want. Pre-built is so much of a rip off. You can get so much for your money if you just built your own - it's not hard at all and it rewards in the end. There's tutorials everywhere, /r/BuildAPC is a great place for help as well.

This would be my build for you, I would stay with NVIDIA cards because AMD doesn't have their stuff together right now

I promise you, it won't be as worth it to buy a prebuilt as it is to make your own - your own will last longer and be able to run anything you throw at it for a long time. Plus, you can always upgrade it.
