Add NoSlowdown to /report

No-slow is probably one of the most used hacks of all time, and I see it used on badlion more than any other hacks because GCheat can't ban for it.I think it should be added to /report because it is very common, more common than some of the other hacks in /report.
I put "other" when I try to report someone for no slow now, but obviously that isn't specific and the mod viewing the report will have no idea what it is for 99% of the time.
