No, there is not meant to be mobs within the maps. It's a bug of some form. As its not harmful, it's obviously not on the top of the last of things the developers have to do.

A big like this, as far as we know, might also share a root with a more important, less openly visual bug. Because of that, I think we should tag @SmellyPenguin

Yeah. But in servers like archer, people can hide behind mobs and make them take the hit :P
