Yea true, but it will get easier and easier until the season ends. We're just past the mid point of season 10 and already we have more 2300/2200/2100/2000 elos or build than we had in all of last season. As the good players get higher and higher elos it becomes more and more possible for the GREAT players to hit legendary elo.
In other words while, at the moment, he might not be able to beat 2100 elo players 97% of the time, by the end of the season it could be very possible. Certainly 2700 will be achievable, I would think.
