1. Non-donors should be able to have the same clan rights as donors. 10 members is nothing, especially some one is the leader and usually another person is co-leader. then there isn't that much room for recruits.
2. clan leaderboards. maybe not so much on ELO since if "free clans" come into effect, there isn't room for them to take #1. maybe something off of clan battle stats. then, more clans would want to scrim and CB. (it's hard to have a CB or scrim against a clan often).
3. maybe official clan events? if free clans come into effect, maybe you could do SG or build tourneys for non-donor clans only so they can go for a rank, so then they could have a chance to run a real clan.

Considering most clan functionality is going to be 5v5 or 6v6 10 members is more than enough to have a solid team and a few backups.

We will have more information about clans 2.0 in the coming days/week. Been busy still.
