Can't become unbanned?

So my friend was banned probably a month ago and recently when he tried to appeal, it does not give him the option to. He can not post this thread himself because he is banned and cannot make an appeal. Here is a pic of his screen in the appeals tab Your text to link here...idk if this was ment to be like that or not but I thought I may as well post it, and if he cannot appeal anymore, is there any other way he can get unbanned?

If he appealed and got denied it takes some time before he can reappeal tell him to wait and check the forums in few days or a week.
