Is this allowed?

So, in the 4:30 EST to2 game today, the host decided to turn strength 1 on. However, strength 1 was not mentioned in the game calendar/configuration options. It has to be on the config. Like it cant not be. We also do not require people to put str1 on the calendar, only str2. Hosts get to choose their game. Of course im not there and cant say that they didnt go back on what they had originally said, but they can choose to host what they want.
