Remove chat cooldown from ally & faction chat. (As it's not needed) leave in global.Lower chat cooldown time for donators.

Bug that's been fixed a day or two ago, needs to be deployed. Atm it just spams you the message but your chat message isn't actually cancelled.Posted on 30 June 2014 - 08:55 PM
