Ability to make reports private.
Ive seen a lot of servers implement this, and I think we should have the ability to make our reports only seen by staff and not players. A player that has been reported might harrass the player that reported them and revenge ddos attacks aren't uncommon, so for this reason I am suggesting that reports can only be viewed by staff members

I think an anonymous report checkbox near the title of your post would be good to have, that way, only staff can see your name and it will be kept confidential. The report would be able to still be viewed by everyone, but staying anon could be good

This. I find reading reports and appeals surprisingly funny sometimes so it would be kind of lame if you couldn't see them. But as stated in the OP, remaining anonymous could save you from trouble.

no?
you shouldn't be afraid to report if you're not sure if the report is accurate. An appeal, however, is an apology to the community, not just the administration. And anyway, public appeals keeps us on our toes and makes sure all our decisions are double- and triple- checked.
