I am not sure if the system has always been like this but, earlier today I payed a 1530 who beat me and received 20 elo even though he is only 100 elo points below me, but when I beat a 2k last night, I only got 29 points… Im not sure if this is a broken feature but I receive 20 points for beating an 1800 (200 elo above me) and receive the same as someone who beats someone 100 elo above them. The elo system is fine, not sure what your issue is.
