Are staff aware they can move threads?

Why do I constantly see threads like this being locked ?https://www.badlion.net/forum/thread/92791
Since he followed the format wouldn't it make more sense to just move the thread for him, perhaps make him aware you moved it? Just curious , maybe a new policy was added that I'm unaware of.
