Now that's just silly. The earth is 25000miles in one loop. Running at the speed of light for one second gets you 185,000 miles. Therefore, you only would have to run for those speeds for about 1*10^-5 (0.00001) seconds to cover a distance of 18.5 miles, which should be sufficient. You wouldn't even notice you traveled in that time frame, as your eyes only really update once every 0.005 seconds. It's not that you wouldn't be able to see, more you wouldn't be able to ever know you traveled such a small distance, requiring some computer automation to ensure you weren't travelling at speeds that high for any longer than 0.00001 seconds. This isn't a practical skill, nor is it one which you'd be able to cope with. You would be stunned for a few moments after, and most likely sick given the huge change of balance and surrounding. This has nothing to do with light waves and their ability to reflect into your eyes, simply because the time it would take to cover such a small distance at such a high velocity would be achieved much earlier than when your next eye image update/refresh arrives.
