Because it gives you a better chance of finding valuable ores and by strip mining you also avoid mobs which means it's less likely for you to take pve damage.Basically, we want you to cave not strip mine for valuable ores such as gold or diamonds.

Yes or you can staircase, as long as you go up to y32 each time.
