I saw something in a thread that I feel could actually to some extent be usable.
This would moreso be for UHC, where the host and mods can't be on the watch all the time.

It would be beneficial to the server if trusted members of the community that weren't staff were allowed/given permission to spectate players in the UHC who're reported, where they can only record, and can't actually perform commands to punish. They just call to a higher up, where the host and mods could then further spectate someone of concern and then issue a punishment.

Would be a more efficient way of catching cheaters.

This is actually a really good idea.

Some additions I would prefer is for all possible volunteers to write a short, 3 question application as a sign that they are determined. There can also be requirements such as games/hours played.

Cons would be that some volunteers may not actually perform the required duties and actually obtain the rank just to have permission to spec games without borders. To make sure issues like these arise minimally or not at all, a system would be needed to make sure this program would go smooth. This means time. Not sure of the admins or higher ups are willing/able to allocate even more time to Badlion.

But at that point, wouldn't you just want them to apply for a position? Having an elite group in between staff and players is dangerous, especially when lower staff members are already hard to trust with this sort of stuff

+1, could be like an overwatch type of deal. Maybe you could vote to kick him, and if enough players vote to kick, he gets kicked.

+1 but make it so they are only able to spectate people who have either been reported by multiple people or set off the "mining diamonds quickly" alert to stop people abusing it to just spectate their friends or witchhunt players

Well most staff are volunteers, if you really want to help I would suggest applying. Most people would just apply for the hell of it and not actually communicate with the staff hosting but more so using their prefix, if given one, against people. "Bruh I can tell *host* to mute you, just like that". Obviously not the best example but you get the general sense of it.

This would moreso be a spectating xrayers during uhc kind of position, you can't actually perform duties as a real staff would, but alert the staff if there's something substantial that more than one notices

No need for a sub level of non-staff-but-credited-moderators. Apply and moderate or just do what you can normally. Invigilation is needed to ensure the right people have the right perms, which is extra work for no good reason when you can apply and get all the tools needed to moderate properly if accepted. I see why you see this as a good idea, but it doesn't make much sense when you can just apply.

So then nothing changes then? The point is about 10 extra helpers so that mods aren't wasting their time watching useless reports, while the volunteers can point out the suspicious ones that need to actually be watched.
If there's not 10 regular mods in uhc now, why would there be later?
Applying = mod
Mod = (generally) not helping in UHC
Volunteer idea = not met
Cheaters = continue bypassing

I mean can't hosts give their trusted friends uhc-mods even if they aren't staff..
Seen DavidBry do that a couple of times where people gave him uhc-mod as ex-staff…
