I think Badlion should host a UHC for all EU countries . Somehow you get what country the player is from. You then stick them on the same team but they can kill each other if they wish (but not advertised too).

So lets say there 200 UK 100 Germans & 50 French maybe you could make it so there's limited slots for each country like 100 it would make it more fair.
Also they cant team with other countries.
Since there would not be many countries like 15 or something u could colour them so they know if there French or another country.
