Scanning System for BuildUHC?

@bossman52 I bothered gberry about it a while ago, and he said it would maybe be implemented in season 12 (I know gberry, "maybe" means 0,1% chance it will happen). Assuming it won't be implemented in season 12 (this is probable), it will definitely be added in season 13, along with the other changes we mentioned.
