How can this guy even get on the server?

https://www.badlion.net/profile/user/_yepistrafeLook at his punishments, he clearly has been gcheat banned on 12 january 2016, and it hasn't expired. But he is still able to log on? Just look at his matches. His last ranked match was today.
He doesn't even have any appeals or posts, so there's no way he could have been appealed.
