About Practice
Literally, I've been playing Badlion for about 4-5 months and I've barley improved. I've been playing tons of I un-ranked SG and IronBuildUHC to practice my rod, but it's still horrible. Sure, it isn't as bad as when I first joined, but it's still horrible compared to 1700+ rated players. Their rods nearly ALWAYS hit me, but mine hit them about 50% of the time. I'm trying my best to aim, but am having little luck. Sure, this is a rant, but it gets frustrating when your bad, yet trying your hardest to get better, and nothing is working.

Relying solely on the rod is going to make sure you lose. Learn to w-tap and if you feel like it, jitter click. You might also want to screw around with your settings to find what works for you.

Don't rely on your rod, it's only going to initiate a combo every once in a while but it's not reliable. Play on the practice servers (pot pvp) and learn to w tap. You'll naturally learn it the same way I did. Play only practice for a few days and when you get back to arena it'll be much easier and you won't need to land your rod that much. I'd say 40% of my rods land and I'm 2k. Also when playing practice I'd recommend lowering your fov by like 12. If you don't already, use low fov, it might be hard to get used to but it'll make aiming a lot easier in every aspect of the game.

honestly I only rod, nothing else, and I've improved from a 1200 when I first started to 2200 now. It's all about aim IMO

I'd still say w tapping doesn't do a whole lot if you initiate a combo through bow/Rod/strafe, and low fov is a good recommendation

I've had a very experienced pvper give me advice on how to improve, and while I don't feel like giving any of the specific tactics he told me to you, I will say this:

The best way to improve as a player in arena is to play every single ranked ladder as much as possible. Unranked is fine for warming up, but if you want to improve, buy donor and play ranked.

Additionally, be a global player. Don't hyperfocus on one kit. The same skills that dodge debuffs in kohi will help you dodge rods in iron.

Another thing is, people will NEVER give you good tactics to help you get better, they keep whatever tactics they know to themselves (I kinda understand this, but like really guys, help new players out c:). Literally, you can practice math all you want, but if you don't know the formula's needed to correctly answer a problem, your practice is completely useless. But I do agree with you about your statement with the universal skill aspect of PvP.

Also, this has nothing to do with it, but I assume the experienced PvPer your mentioning is Hivlik. :p

There are arrows, though.

You can figure out most of those tactics yourself by watching highly skilled pvpers on youtube, typically.
