so what you are saying is that if I have 1100 elo and i win against a 2100 elo guy, I would get only maximum of 5 elo?!?!?!And if the 2100 guy defeated me, he would get 10 elo??

Which basically means that the ELO will fluctuate so badly. I disagree with this, our current system is smart.
Instead of punishing a player who lost against a better person, they only lose a small amount, saying "Oh, it's alright. I played a better person, I was supposed to lose".
When the higher ELO wins, the message is displaying "You won against someone who is not as good as you. Here's a tiny prize for not really accomplishing much".
