Is Damage Indicator Allowed or Not

I'm pretty sure damage indicator isn't allowed. I've seen multiple people be banned for it, and its not on the approved mods list either.However in this ban report (https://www.badlion.net/forum/thread/87444/post/443206#443206) it has been said by GCheat Admins that damage indicators are allowed.
Is the mod allowed or not. There are so many mixed answers from different posts and staff members. Can we please get a clear yes or no answer. And if it is allowed, please add it to the Approved Mods List.
