Excessive Running in 1v1s

So yesterday, I was playing SG. I ran into an 1800 that decided when he got low he'd run for a while. He turned around and we both got low, but he still ran. I killed him in the end, but good god did he run. An idea might be to give the running player slowness 2 after he ran for maybe twenty seconds, but at the same time if you're chasing him you can get it too. That might be a bit of a problem, but THEN people could just stop and get rid of the slowness. Maybe make players stop for 10 seconds in order to get rid of the slowness. I agree that they should be punished, but I disagree about the idea that they get slowness. Because if someone does it to you and you try to chase him, you'd get slowness'd too../report is always there for an reason ;)

running isn't on there. Mods wouldn't have time anyway to simply sit there for five minutes and see if a player is running for the troll or genuinely trying to regenerate.
